Appearance: A large, seemingly un-ending rain cloud, up to 1 mile in diameter.
Function: The user creates a rain cloud, up to a mile in diameter centered on them. The cloud does not move once it is created.
During this technique, the falling raindrops are closely linked to the user's senses. The user can detect the chakra signatures of anyone within the rain, but it does not provide accurate information in terms of current position, just a general location. The user can then focus on a particular chakra signature to provide additional information based on how close in proximity the user is to the chakra signature being focused on (as shown below, with each level being cumulative):
1 mile - 1/2 mile: Can sense the target's signature is within the cloud's area of influence. 1/2 mile - 100ft: Target's chakra stat. 100ft - 30ft: Current Reserves and the user's general location. 30ft and closer: The target's exact location.
Should the user focus on one chakra signature, they will lose sight of all other chakra signatures until the unfocus. Cooldown: Posts used Duration: Until released

This jutsu needs a range for one described in meters likely, currently you can vague it to say the jutsu can reach all across the world which makes little sense for the cost of this jutsu and is extremely powerful.

I dont see the reason as to why this is limited to someone whos not of the users particular village. Though I understand canonly it was described that way, there's no real evidence that can explain why everyone in the village is excluded from this techniques detection without personally memorizing every single chakra signature in the village. Unless for some reason the user has memorized every signature in the village, then a person should be able to discern if it's an "intruder", though that's achieved mainly through IC development. I'd like to request you relinquish that wording and utility in the jutsu, especially as those who are unaffiliated are in a grey zone as to who exactly should be effected by this.
Though another way to go about balancing the function of that jutsu and reason with how it was utilized in canon is possibly stating that all chakra signatures present upon the first post of rain droplets are immune to the senses of the jutsu in that particular time in using it. Any signature that enters the preexisting chakra pool will be detected, though if someone initially within steps out and wishes to reenter they'll be treated as an intruder to the current state of the jutsu. That's an option as well.
I feel personally that this jutsu should also refrain from being centralized on the users location in the context of consistent movement, so a raincloud that constantly follows the user and that the raincloud should dissipate and become numb to relaying sensations to the user once they're a certain point away from the jutsu site.
I'm not sure it's fair to allow such a technique to consistently relay such information in likely a wide range without some sort of cost per post to keep the jutsu working properly, especially as the jutsu can essentially be indefinite. I'd ask you fix it.
