The days were getting shorter, that's what happens when the seasons change. The winter in Shimagakure was nicer than most other places on the continent. The only real difference between winter and any other season in Sea Country was that it wasn't as hot during the day. In some cases that was a mercy because how hot it can get during the peak of summer. Ryutetsu Uzumaki was in the garden of his residence. It wasn't a particularly large space, considering where he lived, but it was his favourite part of his residence; it was about thirty square feet in size, with two walls sides connected to his home, and two outer walls. Along the northern wall was a pair of cherry blossom trees, one of Ryu's favourite types of trees. There is a small pond in the north east corner with a small stone path leading to the doorway inside. In the center of the pond, he had a spot laid out for meditation; a small patch of stones with a bamboo mat laid across the top.
The Umikage was currently sitting on that bamboo mat contemplating. He had a lot on his mind of late, his recent promotion for one. His predecessor's retirement was not something he'd expected, and while he did had fully planned on becoming Umikage at some point; he had not expected to earn that honour just yet. 'I guess I'll just need to prove that his trust in me was not misplaced.' He thought to himself. There was work that could be done to further improve the village, that goes without saying. No matter how successful and prosperous a village is, it can always be improved. There are several areas that should and can be worked on; village defenses, infrastructure, relations with other villages and countries. His first priority would be to improve the village's defenses, what with the recent war with Numachigakure. The last thing he wanted was for another nation to think it would be a good idea to pick a fight with them. One of the best ways to deter hostile intent is to show that the effort isn't worth the results. Shimagakure has a sturdy wall around it, Ryu would know, having helped build it. That being said, there was more to proper defenses than just a defined border. Growing up a Shinobi of the Uzumaki clan, he understood how useful and powerful fuinjutsu can be in terms of offensive and defensive capabilities. Setting up a wide perimeter barrier around the entire village, with a detection seal network to provide warning of unauthorised incursions. ‘I should have set up something sooner.’ He thought to himself. ‘My predecessor was not a fan of the idea, which makes no sense to me.’ It would not be a difficult task either, since he was obviously not the only fuinjutsu user in the village. ‘There would likely need to be several locations in the village in order to help maintain the barrier. It would also help prevent it being taken down via sabotage, since each location would be capable of keeping the barrier active by itself.’ The next step for that to happen would be to map out the village for the best locations to have these maintenance posts. Something to sit down and discuss with his advisory council.
He would also need to inspect their current military forces to ensure that they were all getting the appropriate training. Not just their shinobi forces, but the civilian forces that make up a good portion of their navy. Ryutetsu also wanted to look into what special forces were already in place and what other divisions could be created in order to make their village as flexible as possible when it came to attacking and defending.
